Microsoft has finished its XP Mode, a virtual environment designed to work with Windows 7 and targeted toward businesses. When Windows 7 is made available to the public in October, users who've configured XP Mode can use it to run older programs that may not be compatible with the new operating system.

Windows 7 XP Mode is aimed at letting small and medium-sized businesses running Windows 7 Professional or higher leverage their existing investments in Windows XP applications.
It will also help SMBs migrate safely to Windows 7.
About Windows 7 XP Mode Release
The final release of Windows XP Mode will be available from the Microsoft Download Center Oct. 22, Brandon LeBlanc wrote in the Windows 7 blog. OEMs will be able to offer Windows XP Mode based on their manufacturing schedules, he said.
While Microsoft expects many XP apps to be compatible with Windows 7, Windows XP Mode is meant to serve as an added safety net so SMBs can migrate and run Windows 7 without any roadblocks, LeBlanc said.
Microsoft is working with OEM partners to include Windows XP Mode preinstalled in new PCs, LeBlanc said. It is also working with antivirus and security software vendors so their products will be supported in Windows 7 XP Mode in addition to running on the Windows 7 operating system. At least two vendors -- Kaspersky and Symantec (Nasdaq: SYMC) More about Symantec -- have confirmed their applications will run both on the OS and in Windows 7 XP mode.
Microsoft declined comment. Brianna Pinder, from the company's public relations agency Waggener-Edstrom, pointed TechNewsWorld to LeBlanc's blog posts.

Messing With Win 7 XP Mode

In order to run Windows 7 XP Mode, users will need to have a copy of the Windows 7 Professional, Ultimate or Enterprise edition. They will also need an additional 1 GB of RAM and an additional 15 GB of available disk space.
Also, users will need computers that have processors capable of hardware virtualization with AMD-V or Intel (Nasdaq: INTC) More about Intel VT turned on. These processors are used in new Intel Core 2 processors with Intel vPro technology and all AMD (NYSE: AMD) More about AMD CPUs except the Sempron, LeBlanc wrote in an earlier Windows 7 blog post.
Alternatively, users will need to install Windows Virtual PC virtualization technology. For this, they will need a 400 MHz Pentium-compatible processor running at 1 GHz or faster and 35 MB of disk space.
Virtual PC runs on any version of Windows 7 as well as Windows Vista Business, Enterprise and Ultimate. It also runs on Windows XP Professional, Windows XP Tablet PC Edition, Windows Vista Service Pack 1 (SP1), and Windows XP SP3.

Prepping for Win 7 XP Mode

Before installing Windows 7 XP Mode, users must confirm their PCs can run it. Hardware virtualization is not available in all PCs, Microsoft said. In PCs where it is available, it is turned off by default.
To check whether their PCs' CPUs support hardware virtualization, users can download, install and run either the Intel Processor Identification Utility or the AMD Virtualization Compatibility Check Utility.
Next, they have to check whether their PCs' BIOS supports hardware virtualization and, if it does, whether that feature is turned on. Microsoft has instructions for checking PCs from Dell (Nasdaq: DELL) More about Dell, HP (NYSE: HPQ) More about Hewlett-Packard and Lenovo More about Lenovo ThinkPads.
Once users have confirmed their PCs can run Windows XP Mode, they can download and install Windows Virtual PC and Windows XP Mode. These are free downloads. Users can then install Windows XP apps.

MANILA - Cagayan province was in "chaos" due to violent winds and tremendous rains that hit the province after Typhoon Pepeng (international codename Parma) made landfall around 3 p.m. Saturday, officials said.
Aileen Torres, administrator of the Philippine National Red Cross in Cagayan, said their 140 volunteers have sought shelter after reporting that several areas were "very hard to penetrate."
"[Everything] was in chaos. Branches all over area scattered in several places. Power supply was cut off," Torres told ANC as she described the situation in the province.
Chito Castro, head of the Office of Civil Defense in Cagayan Valley, said the typhoon was blowing "very, very strong winds" over the province.
Castro said several trees were being uprooted while ABS-CBN correspondent Jorge Cariño reported that several roofs have been torn off houses. Communication lines have also been cut off, reports added.
Torres said water have overwhelmed two bridges in Tuao town and Tuguegarao City and have been rendered impassable.
She said they were able to evacuate at least 50 families from four villages in Tuao and Sta. Ana towns before Pepeng made landfall in the province.
Based on the satellite image released by weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) at 3 p.m., Pepeng's circulation was already covering Cagayan Valley.
The weather bureau had earlier expected Pepeng to make landfall early Saturday evening over Cagayan, but its speed suddenly accelerated around 1:00 p.m.
Nathaniel Cruz, PAGASA' spokesman, said they expect Pepeng to make landfall at 3 p.m., four hours ahead of the weather bureau's earlier prediction.
The weather bureau said in its 1:30 p.m. report that the typhoon significantly accelerated from 17 kilometers per hour to 24 kph. It moved west northwest with maximum sustained winds of 175 kph and gusts of up to 210 kph.
The typhoon was expected to cross northern Luzon overnight and move 260 kilometers west of Basco Batanes or 270 kilometers northwest of Laoag City by Sunday morning.
PAGASA hoisted Signal No. 3 over Cagayan, Batanes Group of Island, Babuyan and Calayan islands, Ilocos Norte, Ilocos Sur, Mountain Province, Abra, Apayao, Kalinga and northern part of Isalea.
Signal No. 2 was raised over the rest of Isabela, Ifugao, Nueva Vizcaya, Benguet and La Union while the provinces of Quirino, Aurora, Nueva Ecija and Pangasinan were under Signal No. 1.
Rains over Metro Manila
Cruz said the concentration of rainfall from Pepeng will pour over the western side of northern and central Luzon, including Metro Manila.
He said more rains were expected to fall starting 8 p.m. Saturday and the downpour will continue until Monday night.
Cruz reiterated that the amount of rainfall of Pepeng will be lesser compared to that of dumped by tropical storm Ondoy (international codename Ketsana), which flooded a large part of Metro Manila on Saturday.
Susan Espinueva, head of PAGASA's hydrometeorological services, said only areas in Rizal, Laguna and Marikina are in danger of experiencing higher levels of floodwaters because of the spilling Laguna de Bay.
Espinueva, meanwhile, reported that they are not expecting floods in Isabela and Aurora provinces because the water level in Pantabangan Dam, which throws water to Cagayan River, has already normalized.
She said the release of waters from Angat, Ambuclao and Magat dams continued as of 10 a.m., but calmed fears of flashfloods in surrounding areas.
Preemptive evacuation
President Gloria Macapagal Arroyo on Friday placed the country under a state of calamity as she ordered preemptive evacuations in areas expected to be hit by the typhoon.
The National Disaster Coordinating Council (NDCC) reported Saturday morning that thousdands of people living in critical areas in La Union, Cagayan, Isabela, Batanes, Quirino provinces have been evacuated.
More than 20,000 families or more than 100,000 people have also been evacuated in Bicol and a few hundred more were brought to evacuation centers in the Calabarzon area.
The government has also announced the allotment of a P100 million calamity fund for the continuing relief efforts for the victims of tropical storm Ondoy, which entered the country last week and left nearly 300 people dead and 42 more missing.
At the NDCC briefing on Saturday morning, PAGASA head Frisco Nilo said coastal areas on the eastern seaboard of northern Luzon, including Cagayan, Isabela, Aurora, Quezon and Catanduanes should still watch out for storm surge, which may be triggered by Pepeng’s strong winds.

RP placed under state of calamity

MANILA, Philippines - President Arroyo yesterday placed the entire nation in a state of calamity to allow the authorities as well as the public to prepare for super typhoon “Pepeng” and keep prices of basic commodities under control and maintain peace and order in the wake of the devastating floods earlier brought by tropical storm “Ondoy.”
Mrs. Arroyo made the declaration during the National Disaster Coordinating Council (NDCC) meeting at the Cainta municipal hall where she prodded officials to speed up the rehabilitation and repair efforts in areas destroyed by Ondoy.
The declaration of state of calamity will be in place as long as necessary, officials said. The President earlier ordered the forced evacuation of residents in areas that would be in the direct path of typhoon Pepeng.
Press Secretary Cerge Remonde pointed out that Pepeng would hit the nation still in shock over the floods caused by the rains brought by Ondoy that affected two million people and damaged nearly P5 billion worth of agricultural products and infrastructure.
“For the reasons that we can’t estimate the effects of typhoon Pepeng, which is expected to bring rains to many areas, and for the reasons that nobody would take advantage of prices, I’ve been authorized by the President to announce that the declaration of the state of calamity is being extended to the whole country,” Remonde told reporters after the meeting.
Remonde said the declaration would allow local government units (LGUs) to immediately access their respective calamity funds, which constitute five percent of their respective annual budgets, and allow authorities to strictly implement price controls over basic commodities and services.
Trade and Industry Secretary Peter Favila pushed for the declaration of the state of calamity following reports of overpricing of not only basic commodities but also of construction materials and automotive supplies and services.
“Whether we like it or not, there are those who take advantage of the situation and those in need. So this order (state of calamity) to give more impetus to our price control efforts,” Remonde said.
He said the LGUs could now tap their calamity funds to buy supplies and equipment that they can “pre-position” close to high-risk areas and allow them to respond more quickly to emergency situations.
Remonde reminded local officials to act swiftly in their preparations. “It’s better to be over-prepared than under-prepared,” he said.
He pointed out that under the NDCC setup, it is the regional, provincial, and municipal or city disaster coordinating councils that are supposed to be the first to respond to calamities.
“Let’s continue to pray that we won’t be affected (by Pepeng),” Remonde said.
He said this was the first time that a declaration of a nationwide state of calamity was made as a preemptive move. Chief Presidential Legal Counsel Raul Gonzalez said such a preemptive move was legal.
Warrantless arrest for erring traders
Favila said authorities are prepared to enforce warrantless arrests on unscrupulous businessmen caught breaching the government-imposed price ceilings on basic goods.
Favila said aside from the basic commodities, the Department of Trade and Industry (DTI) is set to release a new list of products covered by the price control to include construction materials, and if legal, lubricants and liquefied petroleum gas (LPG).
He said the National Bureau of Investigation has placed under DTI control some 100 field agents to monitor traders who are taking advantage of the calamity, including funeral parlors.
“You should not be ghoulish in your actions,” Remonde said.
Favila said the Philippine National Police has also alerted its personnel nationwide for unscrupulous traders.
Gonzalez said under a state of emergency, the Constitution allows the government to take over vital installations.
“But these are in cases of large-scale calamities,” Gonzalez said, adding that such moves are really on police powers “like forced evacuations.”
“That falls under the general welfare clause,” he said.
Budget Secretary Rolando Andaya Jr. said P500 million has been placed on stand-by and another P6 billion will be allocated for the rehabilitation work for Ondoy and possibly for Pepeng.
During the NDCC meeting, Mrs. Arroyo scolded officials for the slow pace of rehabilitation efforts. At one point, she chided Bureau of Fire Protection officials for failing to account for the number of fire trucks deployed in calamity-hit areas to supply water and clean up debris.
After the meeting, she proceeded to the Tahanang Walang Hagdanan also in Cainta town to distribute relief goods.
Defense Secretary Gilberto Teodoro Jr. who is also NDCC chairman, said the police and military would forcibly evacuate residents living in disaster areas.
Teodoro ordered LGUs to ensure that all roads in their respective areas are not blocked for rescue teams to be able to move freely in an event the need arises.
These directives were part of an overall disaster preemptive plan mapped out by the NDCC if only to cushion the impact of typhoon Pepeng, which is scheduled to make a landfall today.
Teodoro said residents who would defy the evacuation order would be made responsible and accountable for their actions.
“If they refused to evacuate they should not expect from us to provide immediate help and assistance if disaster strikes them,” Teodoro said.
The Department of the Interior and Local Government (DILG) ordered all governors, city and municipal mayors and barangay heads nationwide to mobilize their respective Local Disaster Coordinating Councils (LDCCs) to ensure that all necessary preparations have been made to cushion the impact of typhoon Pepeng.
Acting DILG Secretary Melchor Rosales urged all local officials to warn residents on the coming typhoon.
Rosales issued the directive in pursuant to the NDCC’s directive for a “zero casualty during calamities.”
“Local executives should take the lead in the formulation of preemptive evacuation measures and actions and designate evacuation centers in their respective localities complete with water supply, power, and health and sanitary facilities,” Rosales said.
The PNP said police units would conduct preemptive evacuations in areas in the path of typhoon Pepeng.
Chief Superintendent Nicanor Bartolome, chief of the PNP Police Community Relations Group, said police units in Luzon have also been placed under full alert.
“We are now coordinating with the various local government units for the conduct of preemptive evacuations, should it become necessary,” he said.
Bartolome said that should residents in identified danger areas refuse to leave their homes, responding policemen will bodily carry them off to the designated evacuation centers.
“We will encourage them to evacuate. But if they will refuse, we will bodily carry them. We have a mandate to protect them,” he said.
Bartolome said the PNP has more than sufficient manpower to carry out preemptive evacuations.
“We have sufficient people from the local police units and the regional mobile groups,” he said. “We will also be helping the local government units prepare the evacuation centers.”
Bartolome said PNP chief Director General Jesus Verzosa ordered all police regional directors in Luzon to identify the possible areas to be hit by Pepeng as well as the possible sites for evacuation.
The Philippine Atmospheric, Geophysical and Astronomical, Services Administration (Pagasa) yesterday warned provinces in northern Luzon to brace for Pepeng.
Pagasa said that based on their latest track projection, Pepeng would directly affect the provinces of Abra, Benguet, Quirino, Aurora, and La Union.
Other provinces in northern, central and southern Luzon including Metro Manila, will likely experience rains and gusts, Pagasa said.
Pagasa said that as of 10 a.m. yesterday, Pepeng was seen over 180 kilometers east northeast of Virac, Catanduanes packing maximum sustained winds of up to 195 kph near the center and gusts of up to 230 kms.
It is forecast to move west-northwest at 19 kph headed for northern Luzon.
Pagasa said that if Pepeng maintained its current speed and strength, signal number 4 would be raised in affected areas once the typhoon would make landfall today at noon.
Signal no. 1 has been raised over Ilocos Norte, Ilocos Sur, Abra, Apayao, Kalinga, Cagayan, Babuyan Island, Mt. Province, Ifugao, Benguet, La Union, Nueva Vizcaya, Quirino, Pangasinan, Nueva Ecija, Tarlac, Zambales, Pampanga, Bulacan, Rizal, Southern Quezon, Camarines Sur, Albay, Sorsogon, and Burias Island.
Signal no. 2 has been raised over Catanduanes, Camarines Norte, Quezon, Aurora, Polillo Island and Isabela.
By Saturday morning, Pepeng is expected to be 60 kms east of Casiguran, Aurora and would later cross northern Luzon.
Pagasa said the typhoon is expected to be 400 kms west-northwest of Basco, Batanes by Sunday and would exit the country on Monday.
Cleanup
Chief Superintendent Perfecto Palad, director of the Calabarzon police, deployed 520 policemen and PNP trainees to help in the cleanup drive of areas badly hit by typhoon Ondoy in Rizal.
The police also distributed drinking water in evacuation centers in the towns of Cainta, Taytay, San Mateo and Rodriguez.
Vicente Tomazar, Office of Civil Defense IV-A regional director, said an emergency meeting was called to discuss planned actions and preparation for the coming super typhoon Pepeng.
He said all residents near the riverside and low area are advised to evacuate. All civil defense volunteers, local officials, volunteer doctors, hospitals, health and social workers are conducting dissemination information for preemptive measures.
Tomazar said 500 policemen, fire trucks, three dump trucks, and one rubber boat were dispatched for cleanup drive in San Mateo, Rodriguez, and Taytay, Rizal.
The Philippine Coast Guard (PCG) said people living in coastal barangays in northern Luzon that are in the path of Pepeng should evacuate.

Laguna floods to stay until December

Water in Laguna Lake may reach new record high

MANILA - The Laguna Lake Development Authority (LLDA) on Friday said floods in several towns in Laguna province could remain until December this year after water levels in Laguna de Bay reached its highest level in three decades.
LLDA General Manager Ed Manda said the water level in Laguna de Bay reached 13.8 meters last September 30, which is 3 meters above the normal 10.5 meter water level.
He said more rains brought by typhoon Pepeng (international codename Parma) could increase the water level to 14.5 meters, which is the highest recorded water level in Laguna in 90 years.
"The critical point is 14.5 meters. If it goes above that, the floods will be worse in the areas that are already affected, including lakeshore towns," he said in an ANC interview Friday afternoon.
He added: "At its present level and based on our 1972 and 1978 experience, the floodwaters will stay up to December this year. It may even reach up to February next year."
The water level in Laguna de Bay, one of the largest freshwater lakes in Southeast Asia, rose to a record high 14.62 meters in 1919 due to a typhoon. In 1978, typhoon-induced rains caused the level to rise to 13.58 meters.
An LLDA advisory issued Friday morning identified 12 towns most likely to be affected by a rise in Laguna de Bay's water level. These are:

Lumban
Siniloan
Sta Maria
Mabitac
Pangil
Pakil
Victoria
Biñan
Sta. Rosa
Kalayaan
San Pedro


Manda said water from the bay is slowly draining to the Pasig River at an estimated 150 cubic meters per second.
He also said he expects subdivisions and residences in the fringes of the southern part of the bay to continue to experience flooding in the years to come. He said these include subdivisions in San Pedro, Biñan, Sta. Rosa and Cabuyao.
"They entered what we call the 12.5 meter elevation level. They should expect floods to reach their area every year," he said.
Manda blamed climate change and denudation of watersheds as the primary causes of the flooding of the bay.
He added that siltation of the river, which is aggravated by the building of subdivisions near the lake, is also to blame for the flooding.
He said that while there is no short-term solution to the floods, he said the government should look at protecting watersheds and reducing residential developments and mining operations near the lake.
President Arroyo has placed the entire nation under a state of calamity as super-typhoon Pepeng approached the country.

TYPHOON PEPENG UPDATE 7:54AM Manila Time

MANILA - A slightly weaker Typhoon Pepeng (international codename Parma) continues to slow down and has shifted course slightly, threatening to make landfall in Northern Cagayan instead of Aurora-Isabela by Saturday evening, weather bureau PAGASA said Friday. PAGASA chief weather forecaster Nathaniel Cruz said the typhoon hit its maximum strength of 195 kilometers per hour while at sea but has weakened slightly.
"It is still a strong typhoon. It is now packing sustained winds of 175 kilometers per hour and gusts of up to 210 kph," Cruz said in a press briefing. "If there is no change in speed or direction, it will make landfall over Northern Cagayan by [Saturday] night."
PAGASA chief Prisco Nilo said the typhoon could weaken further once it makes landfall. He also noted that the storm could change course either westward or even further north because of a high-pressure area in Hong Kong.
"If it doesn't make landfall, it could go straight to Taiwan or southern Japan," he said.
As of 11 p.m., the center of the storm was spotted 100 km north northeast of Virac, Catanduanes or 380 km southeast of Aparri, Cagayan. It is moving northwest at 13 kph.
Storm Signal No. 3 remains hoisted over Catanduanes while Signal No. 2 is hoisted over Cagayan, Isabela, Aurora, Quirino, Northern Quezon, Polilio Islands, Camarines Norte and Camarines Sur.
Storm Signal No. 1 remains in effect in Batanes, Calayan, Babuyan Group of Islands, Ilocos Norte, Ilocos Sur, Apayao, Abra, Kalinga, Mountain Province, Ifugao, Nueva Viscaya, Benguet, La Union, Pangasinan, Tarlac, Nueva Ecija, Zambales, Bataan, Pampanga, Bulacan, Laguna, Batangas, Cavite, Rizal, Rest of Quezon, Marinduque, Albay, Burias Islands, Sorsogon and Metro Manila.
Cruz said the typhoon is expected to bring up to 25mm to 35mm of rain in affected areas. He said the typhoon will bring stormy weather over Cagayan, Isabela, Aurora, Quezon and Bicol region Friday night to Saturday while the rest of Luzon will experience occasionals rains.
He said the typhoon has already brought 88mm of rain in Daet, Camarines Norte and 71 mm of rain in Legazpi City, Albay over a twelve-hour period Friday. It also brought slight rains in Casiguran, Aurora; Tuguegarao City, Cagayan and Tanay, Rizal.
Cruz said coastal areas under Storm Signals No. 3 and 2 should watch out for storm surges.
State of calamity
Dr. Susan Espinueva, assistant weather services chief of the Hydro Metrological Division of PAGASA, said five major dams in Luzon remain open and are releasing water to increase storage capacity in anticipation of the typhoon. These are the Angat Dam in Norzagaray, Bulacan; Binga Dam in Itogon, Benguet Province; Ambuklao Dam in Bokod, Benguet; Magat Dam in Ramon, Isabela province; and Pantabangan Dam in Nueva Ecija.
President Arroyo earlier placed the entire country under a state of calamity in anticipation of the onslaught of the new typhoon.
Defense Secretary Gilbert Teodoro cited two reasons for the declaration of a nationwide state of calamity: 1) due to the forecast that the southwest monsoon induced by Pepeng may affect the whole country; 2) to allow the Department of Trade and Industry to maintain a price ceiling on commodities in the whole country.
The DTI earlier imposed a price ceiling on canned sardines, processed milk, coffee, instant noodles, detergent soap, rice, meat, poultry, sugar, and cooking oil in areas placed under a state of calamity by the national government. These include the Mountain Province, Ifugao, Benguet, Pangasinan, La Union, Ilocos Sur, Isabela, Quirino, Nueva Vizcaya, Aurora, Nueva Ecija, Zambales, Pampanga, Bulacan, Tarlac, Bataan, Cavite, Laguna, Batangas, Rizal, Quezon, Mindoro Occidental, Mindoro Oriental, Marinduque, Catanduanes, Camarines Norte, Camarines Sur, and some areas in Metro Manila.
Trade Secretary Peter Favila recommended a list of items to fall under price ceiling be expanded to include liquefied petroleum gas, lubricants and oil-related products, construction materials and funeral parlor services.
Favila said some unscrupulous traders are moving their items out of calamity-hit areas and selling them at a higher price.
He said the Philippine National Police and the National Bureau of Investigation have been tasked to monitor for and arrest traders who violate the price freeze. He added that President Arroyo has prepared an executive order that will order the importation of basic commodities in case there is shortage.

(Update) Globe cuts voice call rates a week after storm disrupts service

 Customers of Globe Telecommunications Inc. will enjoy reduced voice call rates starting Saturday, October 3, until Sunday, October 4, a week after its service was disrupted by a storm.

Voice call rates made on the company’s mobile network will be cut to three pesos a minute during the two-day period, the company said, confirming an earlier radio report.
 The reduction will be implemented starting 12:01 a.m. of October 3 until 11:59 p.m. of October 4, a dzBB radio report said.

The discount covers voice calls made on its network (i.e., Globe to Globe, Globe to Touch Mobile, and Touch Mobile to Touch Mobile).

“No special dialing procedure will be required to avail of the three peso per minute rate," Globe’s corporate communications head Menchie Cruz said in a text message. “Subscribers can just dial directly when making a regular mobile voice call."

The discount was offered after thousands of residents of Metro Manila and the Calabarzon provinces temporarily lost their signals or were unable to make calls or send and/or receive text messages at the height of storm Ondoy.

Its technical teams have been working round the clock to fully restore its services, the text message added.

“As of three o’ clock of Friday afternoon, 99 percent of affected facilities are back online," Cruz’s message added. “The company expects 100 percent restoration very soon."

The weather disturbance, the 15th that hit the country this year, has affected 629,000 families, including 293 fatalities, based on the latest report from the National Disaster Coordinating Council

Globe shareholder donates P1 million to Ondoy victims

In a related development, a total of P2 million have been donated by Singapore Telecommunications Ltd. – one of Globe’s biggest shareholders – and Globe.

Each entity has donated P1 million for relief efforts to help victims of Tropical Storm Ketsana, the company said in a separate statement.

“The fund will be used to distribute 10,000 relief packs containing essential items including food and water, to families in various affected communities. This contribution will help Globe reach families in far-flung affected areas such as Marikina and Rizal areas," the company said.

Earlier, the Philippines’ second-largest mobile phone company donated P3 million to the GMA Kapuso Foundation, the affected communities of Gawad Kalinga, and the ABS-CBN Foundation’s Sagip Kapamilya.

Globe has opened its business centers in several areas in Metro Manila to facilitate the acceptance and distribution of relief goods to the typhoon victims.

Globe has also opened the relief operation to the public by partnering with the Philippine National Red Cross for the Donate-A-Load service.

 No power shutdown will take place in the Philippine capital, the Manila Electric Co. said, dispelling rumors that it will cut electricity as typhoon “Pepeng" enters the country.

“Meralco will only cut off power if the situation calls for it and will put its customers in dire danger," the company said in a statement.



Metro Manila’s lone electricity distributor was prompted to make this announcement after rumors circulated over the Internet and through text messages that it will shut down power on Friday night to prepare for the typhoon’s landfall.

But Meralco said that despite the typhoon, it will continue to provide electric service throughout its franchise area.

“It is unfortunate that rumors such as these are being circulated. We appeal to those who relay messages of this nature to please exercise prudence before sending messages that may cause panic," the company said in the same statement.

Meralco will only shut down power in areas which are greatly affected by floods to prevent more accidents, just like what it did in areas flooded by the storm Ondoy.

At the same time, the utility firm said it is currently on alert, with its crew ready for deployment to respond to any contingency.

In its 11 a.m. bulletin, the Philippine Atmospheric Geophysical and Astronomical Services Administration said Pepeng packs maximum sustained winds of 195 kilometers per hour near the center and gustiness of up to 230 kph. It is currently moving west northwest at 19 kph. - GMANews.TV

Rizal farm admits crocs escaped

MANILA - Environment and local government officals conducted an investigation into the origins of a crocodile that was seen swimming in Cainta floodwaters after tropical Storm Ondoy hit Luzon last Saturday.
Community Environment and Natural Resources Office (CENRO) personnel went to the Coral Agri Venture Crocodile Farm in Teresa municipality in Rizal province on Wednesday. Earlier reports indicated this was where the crocodile escaped from.
Brian Sibongga, officer-in-charge (OIC) at the farm, admitted that 5 crocodiles escaped from their holding pens at the height of the storm on the evening of September 25, but that the reptiles were immediately recaptured along the farm's perimeter fences.
"Maswerte po tayo at meron po tayong perimeter fence. So narecover po natin ang ating buwaya. Imposible po na nakapunta po sa area ng Cainta yung buwaya kasi kung makikita niyo po talagang walang access," Sibongga told ABS-CBN News.
(We are lucky that we have perimeter fences. So we recovered the crocodiles. It is impossible that a crocodile escaped to Cainta becase there is no access [out of the farm]).
The Coral Agri Venture farm harvests crocodile meat, an "exotic food," and crocodile skin for belts and handbags.
Though all 9,000 crocodiles at the 3-hectare farm were accounted for, CENRO officials warned farm administrators about lapses in their security.
"Bakit naglagay kayo ng perimeter fence...at papano sila nakalabas? (Why did you put a perimeter fence... and how did they escape?)" said CENRO officer Antonio Diwa.
Diwa said the farm should report incidents like escaping crocodiles and damaged holding pens to the Department of Environment and Natural Resources (DENR).
Teresa Municipal Mayor Rodel de la Cruz assured alarmed residents within the area that no crocodiles went loose from the Coral Agri Venture Crocodile Farm. He said the area looked "properly secured."
Earlier, residents of Greenpark Subdivision in Cainta reported seeing a 5-foot crocodile, initially said to have escaped from the Pasig Rainforest Park.
Cainta Police Supt. Nereo Torrecampo said this was immediately recaptured. Police are unsure, however, whether a crocodile is still on the loose.
CENRO, meanwhile, is continuing investigations as to where the crocodile that was sighted in Cainta could have escaped from. Officials will reportedly inspect a neighboring crocodile hatchery in Teresa, Rizal. Report by Gus Abelgas, ABS-CBN News.
